AV Issues Statement Regarding Active Negotiations for Contract Amendment to Support U.S. Space Force’s SCAR Program

03/03/2026

Confident in ability to successfully deliver AV’s systems ahead of competitors

ARLINGTON, Va., March 3, 2026 – AeroVironment, Inc. (“AV” or the “Company”) (NASDAQ: AVAV), a global defense technology leader, today issued the following statement regarding the U.S. Space Force’s delivery of BADGER phased array antenna systems to support the Satellite Communications Augmentation Resource (“SCAR”) program:

We remain in active negotiations with the U.S. Space Force regarding AV’s contract to deliver  ground stations to support the SCAR program. AV appreciates that the contract was temporarily paused while both parties work together on a firm-fixed-price contract that provides a commercialized product solution with an expedited delivery timeline. AV is focused on aligning to customer needs and, as separately announced, is actively investing in expanding manufacturing capacity in Albuquerque, New Mexico to support growth in our Space and Directed Energy platforms, including manufacturing for the SCAR program.

AV’s innovation and ability to scale ahead of manufacturing remains a key differentiator, giving us a competitive edge in the broader defense market. AV is confident in its ability to successfully deliver our systems ahead of competitors.

As previously announced, AV will report its financial results for the third quarter of fiscal year 2026 after the market closes on March 10, 2026. Management will host a conference call and live audio webcast at 4:30 p.m. Eastern Time that same day to discuss the results.

AV Awarded New Firm‑Fixed‑Price Option for Two BADGER Phased Array Systems, Strengthens Production Framework for SCAR Program

AV Awarded New Firm‑Fixed‑Price Option for Two BADGER Phased Array Systems, Strengthens Production Framework for SCAR Program

ALBUQUERQUE, NM, September 19, 2025 – AeroVironment, Inc. (“AV”) (NASDAQ: AVAV), a leading provider of advanced space and ground-based satellite communication technologies, is proud to announce a new firm‑fixed‑price (FFP) contract option with the U.S. Space Force Space Rapid Capabilities Office for the delivery of two BADGER phased array antenna systems to support the Satellite Communication Augmentation Resource (SCAR) program.

This award represents the first FFP option being executed against the SCAR Other Transaction Agreement (OTA) to enhance the system performance and operational readiness to aid in swift deployment and operational resilience. Future production options remain open for additional SCAR systems.

To meet the increasing demand signal and reinforce production pipelines for BADGER, AV has expanded manufacturing agreements with several key suppliers. This new framework strengthens the BADGER supply chain and ensures current and future orders for the SCAR program are backed by a robust, scalable production infrastructure—accelerating delivery timelines to meet operational demands. These steps will help drive cost and schedule uncertainty out of the program while delivering operational capability to the Space Force.

“We are delivering unmatched technological superiority to usher in a new era of advanced satellite command and control,” said Wahid Nawabi, AV Chairman, President and Chief Executive Officer. “With confidence in the technology and a steadfast commitment to delivering this critical national security priority, our team is scaling BADGER production to match the operational tempo demanded by the Space Force.”

Most key development milestones for the SCAR program have already been completed. AV will deliver the first BADGER unit to the Space Force in the coming months, with more units nearing completion for delivery in early 2026 to support full-scale overseas deployment.  The first system’s Mission Support Container, including electronics and software that control the BADGER units, was delivered this summer–ahead of schedule–and is ready for final integration testing.

“The urgent demand for SCAR is backed by a universal recognition of the expansive satellite tracking, telemetry, and control capabilities it will soon deliver to the Space Force,” said Mary Clum, Executive Vice President for AV’s Space and Directed Energy Group. “We understand. With the technology ready to scale, we have accelerated production and strengthened our supply chain to meet the demand. BADGER is ready. SCAR is coming.”

“The SCAR program is a system of systems that is both a revolutionary leap for satellite command and control and an urgent need to keep pace with the rapidly evolving, contested, congested space domain,” said Dr. Kelly Hammett, Director of the U.S. Space Force Space Rapid Capabilities Office. “We applaud the technical achievements of the AV team that have enabled this transformative moment for satellite communications along with their investments in automation, supply chain, and manufacturing that will serve to stabilize costs and increase scale long-term. When industry and government work together to tackle the toughest challenges, we can accomplish big things–and SCAR is certainly a testament to that strength.”

BlueHalo Accelerates Production for USSF SCAR Program with Key Supply Chain, Manufacturing Automation Investments

BlueHalo Accelerates Production for USSF SCAR Program with Key Supply Chain, Manufacturing Automation Investments

ARLINGTON, VA — BlueHalo, the company transforming the future of global defense by modernizing satellite operations, announced today its expanded supply chain and manufacturing investments to support the U.S. Space Force (USSF) Space Rapid Capabilities Office (RCO) Satellite Communication Augmentation Resource (SCAR) program. These investments will ensure quality and reduce both risk and cost for customers while enabling BlueHalo to manufacture and deliver an increasing number of its BADGER ground terminal systems. Together with Space RCO, BlueHalo is building a more resilient space architecture to maintain our national security posture in an increasingly contested, congested and competitive space domain.

To expand production capacity, BlueHalo has invested in automated testing capabilities within its state-of-the-art manufacturing campus in Albuquerque, New Mexico. The integrated testing technology allows for large-scale testing to be completed within days as opposed to a full month required for manual testing–reducing production timelines, lowering labor and facility costs, and providing more reliable and consistent quality across production.

“BlueHalo is investing in innovation that is transforming our nation’s space communications capabilities, but it doesn’t end there,” said Mary Clum, BlueHalo Portfolio President and Corporate Executive Vice President. “Our strategic investments in automation and robotics on the manufacturing lines are expanding our ability to produce at scale and meet the demands of the future while maintaining high standards of affordability, safety, and quality. Side-by-side with Space RCO, we are incredibly proud of the work we have done to reduce costs and risk while delivering one of the most critically urgent national security priorities of our time.”

BlueHalo is also driving delivery of the SCAR program with supply chain investments, pre-purchasing integral components with long lead times to prepare for increased production and take advantage of economies of scale. Key suppliers have adopted similar early purchasing strategies for enhanced supply chain alignment across the SCAR program–providing further cost and schedule savings and reduced risk for the customer.

“The SCAR Program will significantly enhance our satellite communication capabilities. By leveraging cutting-edge technology, we’re not only increasing capacity but also building a more resilient and responsive network,” said Dr. Kelly Hammett, Director of the Space Rapid Capabilities Office. “Developing these capabilities ensures Space Force is equipped to face global challenges in a contested space environment.”

BADGER is a multi-band, deployable ground communications system built upon BlueHalo’s core MSDA technology, a scalable phased array solution that simplifies mission operations through agile and re-configurable beamforming tiles. The SCAR program, announced in May of 2022, covers initial design through full-rate production of BADGER to deliver a fleet of transportable, ground-based phased-array antennas. Other primary components of the SCAR program include the development and delivery of accompanying ground electronics and software to provide robust, flexible communications capabilities for USSF satellites.

BlueHalo previously announced other key program milestones, including the USSF Guardian orientation held earlier this year and the successful demonstration of BADGER’s satellite tracking and signal processing last fall. The program is planning for initial delivery in 2025.
